Accepting comments from March 26, 2024, through April 25, 2024.

The Idaho Department of Environmental Quality (DEQ) seeks comment on a draft permit to construct for Poe Asphalt Paving, Inc.

Poe Asphalt Paving, Inc. is seeking to construct a new portable drum-mix asphalt plant. The facility would consist of a counter-flow asphalt drum mixer equipped with a baghouse to control particulate matter, an asphaltic oil storage tank with a heater, and materials transfer equipment. Materials transfer equipment at the facility will include front end loaders, feed bins, storage silos, conveyors, stock piles, and haul trucks.

DEQ has determined that construction and operation according to the proposed permit will not cause or significantly contribute to a violation of any ambient air quality standard and will not injure or unreasonably affect human or animal life or vegetation. DEQ has reviewed the application and completed an analysis of the information submitted by the applicant to permit a portable hot mix asphalt plant. Based on this analysis, DEQ proposes to issue the permit to construct

The application materials are available for public review at DEQ’s State Office (1410 N. Hilton Street, Boise, Idaho) and on DEQ’s Public Comment Opportunities page. Written comments will be accepted through April 25, 2024, at 5 p.m. MDT. Submit comments using the form below or by mail or email:
