Total Maximum Daily Loads

Section 303(d) of the Clean Water Act requires states and tribes to identify and prioritize water bodies that do not meet water quality standards through Idaho’s Integrated Report. Idaho must develop a water quality improvement plan, called a total maximum daily load (TMDL), for those water bodies not meeting water quality standards. A subbasin assessment is the first step toward developing a TMDL.

Subbasin Assessments and TMDLs

In Idaho, TMDLs are developed on a subbasin level, which means water bodies and pollutants within a hydrologic subbasin are generally addressed in a single document. A subbasin is based on a cataloging unit of the US Geological Survey (USGS) (i.e., a subbasin is the same as a USGS 4th-field hydrologic unit code or HUC). Idaho has 86 subbasins (HUCs) entirely or partially within its borders.

Five-Year Reviews

Five-year reviews address the water bodies in a subbasin that are in Category 4a of Idaho’s most recent Integrated Report. Five-year reviews outline the appropriateness of beneficial uses, water quality criteria, TMDL targets, pollutant allocations, and other assumptions of the TMDL. The review describes current water quality status, pollutant sources, and recent pollution control efforts in the subbasin. The 5-year review process may also recommend delistings or TMDL revisions to incorporate updated information.

TMDL Implementation Plans

TMDL implementation plans are written following EPA approval of a TMDL, typically, within 18 months. An implementation plan details the actions needed to achieve load reductions, outlines a schedule of those actions, and specifies monitoring needed to document action and progress toward meeting water quality standards. Implementation plans provide a framework for local stakeholders to use to reach the goals established in the TMDL.
