DEQ seeks comment on draft IPDES permits for Hayden Area Regional Sewer Board and cities of Post Falls and Coeur d’Alene

Accepting comments from July 3, 2025, to August 4, 2025.

The Idaho Department of Environmental Quality (DEQ) seeks comment on modified draft Idaho Pollutant Discharge Elimination System (IPDES) permits for the Hayden Area Regional Sewer Board and the cities of Post Falls and Coeur d’Alene.

The draft IPDES permits each allow discharging to the Spokane River in Idaho and incorporate modifications from a settlement agreement between DEQ and the Hayden Area Regional Sewer Board. The permits also identify the pollutants of concern and specify associated discharge limits and monitoring and reporting requirements necessary to ensure compliance and protect human health and the environment.

Written comments on the draft permits and fact sheets will be accepted through August 4, 2025, at 5 p.m. MST. The draft permit and fact sheet are available for public review at DEQ’s state office (1410 N. Hilton Street, Boise, Idaho 83706), DEQ’s Coeur d’ Alene Regional Office (2110 Ironwood Parkway, Coeur d’Alene, Idaho 838142), and on DEQ’s website. A public meeting may be held, if requested in writing, by July 17, 2025.

Comments should address water quality considerations and include supporting materials where available. Comments should also reference the Hayden Area Regional Sewer Board and permit number (ID0026590), city of Coeur d’Alene and permit number (ID0022853), or city of Post Falls and permit number (ID0025852).
