DEQ seeks comment on draft 401 water quality certification for Meadow Creek HOA pond 3 dredging project

BOISE – The Idaho Department of Environmental Quality (DEQ) is seeking comment on a draft water quality certification for the Meadow Creek HOA Pond 3 dredging project.
The Meadow Creek Sediment Removal and Bank Stabilization project aims to remove approximately 830 cubic yards of accumulated sediment from pond 3 and repair eroded banks to maintain the long-term health of the waterway. The proposed project will consist of the installation of a temporary crossing, including a culvert, from Lake Shore Avenue to the island. Upon establishment of access to the island, the dead vegetation will be removed to allow equipment access to the banks of the island where the deposited sediment will be mechanically removed. The removed material will be placed in the center of the island for drying, allowing the water to drain back into the pond. During drying, the sediment piles will be enclosed by silt fence and straw wattles to filter the decanted water. Turbidity curtains will also surround the two outlet structures to manage water quality during sediment removal and bank stabilization efforts.
Based upon review of the federal permit application, readily available water quality related materials, and certification request in accordance with 40 C.F.R. §§ 121.5 (b) and (c) and 121.7 (c), DEQ, certifies that if the permittee complies with the terms and conditions imposed by the federal permit and the conditions set forth in this water quality certification, then it is reasonable for DEQ to conclude that the activity will comply with water quality requirements, including applicable requirements of the Clean Water Act §§ 301, 302, 303, 306, and 307, Idaho’s “Water Quality Standards” (IDAPA 58.01.02), and other appropriate water quality requirements of state law.
