DEQ seeks comment on draft IPDES permit for JK Potatoes LLC Hagerman Canyon Farms hydrocooling facility

The Idaho Department of Environmental Quality (DEQ) seeks comment on a draft Idaho Pollutant Discharge Elimination System (IPDES) permit for the JK Potatoes LLC Hagerman Canyon Farms hydrocooling facility.

JK Potatoes LLC applied for a wastewater discharge permit for its industrial produce hydrocooling facility, located at 319 River Rd, Bliss, ID.

The draft permit authorizes the discharge of treated industrial wastewater from July 1 to October 31 to the Snake River for 5 years. The discharge occurs via a direct outfall to an unnamed ditch prior to confluence with the Snake River. The permit identifies the pollutants of concern and the required limits for each pollutant or parameter, and monitoring and reporting requirements necessary to ensure compliance with the permit and protect human health and the environment.

The draft permit and fact sheet are available for public review at DEQ’s state office (1410 N. Hilton St.), DEQ’s Twin Falls Regional Office (650 Addison Ave W, Twin Falls, ID), and on DEQ’s website.

Written comments on the draft permit and fact sheet will be accepted through Monday, December 22, 2025 at 5 p.m. select MST. A public meeting may be held, if requested in writing, by Thursday December 4, 2025. Comments should address water quality considerations and include supporting materials where available. Comments should also reference JK Potatoes LLC and permit number ID0030104.
