DEQ announces public comment period and opportunity for a public hearing on draft permit to construct and Tier I operating permit administrative amendment for Amalgamated Sugar Company

Accepting comments from November 18, 2025, through December 18, 2025.

The Idaho Department of Environmental Quality (DEQ) is announcing a public comment period and an opportunity for a public hearing on a draft permit to construct and a Tier I operating permit administrative amendment for Amalgamated Sugar Company.

Amalgamated Sugar Company operates a sugar beet processing facility in Nampa, Idaho, that produces refined granulated sugar and related products for commercial and retail markets under a Tier 1 operating permit. The facility applied for a permit to construct to install and operate an electrical generator engine fueled by biogas or natural gas. This electrical engine will produce electricity from biogas created during beet processing campaign months and satisfy factory demands. Electricity not used for the factory will be sold to Idaho Power Company. When beets are not being processed, the engine will operate on natural gas. The engine will be equipped with a selective catalytic reduction catalytic converter to control nitrogen oxide emissions and an oxidation catalyst to reduce carbon monoxide emissions.

The application materials are available for public review at DEQ’s State Office (1410 N. Hilton Street, Boise, Idaho) and on DEQ’s website. Written comments on the draft permit and supporting materials will be accepted through December 18, at 5 p.m. MT. Submit comments electronically using the form below or by mail or email:
