DEQ seeks comment on draft reuse permit for Idaho Power Company

Accepting comments from November 17, 2025, through December 17, 2025.

The Idaho Department of Environmental Quality (DEQ) seeks comment on a draft reuse permit for Idaho Power Company’s Woodhead Park Recreation Area municipal wastewater treatment facility.

Idaho Power Company operates a municipal wastewater treatment facility at their Woodhead Park Recreation Area, which is approximately 25 miles north of Cambridge, Idaho and 2.5 miles upstream of Brownlee Reservoir. Sources of influent to the wastewater treatment facility are a pad for trucks to dump seepage into a lagoon, a fish cleaning station, a septic tank, the park’s restroom facilities, and a recreational vehicle dumping station. Influent is processed and treated at the wastewater treatment facility. It is treated in two wastewater lagoons and turned into recycled water, which is then applied to 3 acres of pasture during the growing season.

The draft reuse permit establishes monitoring requirements, limits on nutrient and hydraulic loading, and conditions established by DEQ to protect public health and the environment. As part of the permitting process, the facility was also required to show that its operation would not cause public health or environmental concerns.

Written comments on the draft permit will be accepted through December 17, at 5 p.m. MST. The draft permit and staff analysis are available for public review at DEQ’s state office (1410 N. Hilton St.), DEQ’s Boise Regional Office (1445 N. Orchard St.), and on DEQ’s website.
