Air Quality: Docket No. 58-0101-2601

Rulemaking initiated to develop an air quality general permit rule.

Status of Rulemaking

Negotiated Rulemaking Spring 2026.

Overview

Department of Environmental Quality (DEQ) is developing an air quality general permit rule to streamline and improve the efficiency of the air permitting process. The proposed rule would establish general requirements and procedures for industries eligible to apply for an air quality general permit, such as portable concrete batch plants, portable hot-mix asphalt plants, and portable rock crushing plants. By using standardized permit conditions for categories of emission sources with similar operations and air quality impacts, the general permit approach is intended to reduce administrative burden while ensuring compliance with applicable air quality standards and continued protection of public health and the environment.
