DEQ seeks comment on draft reuse permits for Gem State Infrastructure, LLC and Valiant Idaho, LLC

The Idaho Department of Environmental Quality (DEQ) seeks comment on two draft reuse permits for Gem State Infrastructure, LLC and Valiant Idaho, LLC.

Gem State Infrastructure owns and operates a wastewater treatment plant near Hope, Idaho, that treats wastewater generated from the Idaho Club golf course clubhouse, Golden Tees Estate subdivision, and the neighboring Hidden Lakes subdivision. The facility treats effluent to meet Class B recycled water standards and pumps it to irrigation storage transfer valves. Gem State’s permit responsibility for the recycled water ends at delivery to the irrigation storage transfer valves which are owned and operated by Valiant Idaho.

Valiant Idaho owns the Idaho Club golf course and developments north and south of Idaho State Highway 200. Valiant Idaho pumps recycled water from the transfer valve into irrigation storage ponds, mixes it with irrigation water, and applies it to 81 acres of golf course turf. The proposed draft permits would authorize operations for both Gem State Infrastructure and Valiant Idaho for 6 years.

The draft reuse permit establishes monitoring requirements, limits on nutrient and hydraulic loading, and conditions established by DEQ to protect public health and the environment. As part of the permitting process, the permittees were also required to show that their respective operations would not cause public health or environmental concerns.

The permit materials are available for public review at DEQ’s State Office (1410 North Hilton Street, Boise, Idaho 83706), DEQ’s Coeur d’Alene Regional Office (2110 Ironwood Parkway, Coeur d’Alene, ID 83814), and on DEQ’s Public Comment Opportunities page.
