DEQ seeks comment on draft reuse permit renewal for Stimson Lumber Company

The Idaho Department of Environmental Quality (DEQ) is seeking comment on draft reuse permit renewal (I-254-02) for Stimson Lumber Company’s Priest River facility.

Stimson Lumber Company’s Priest River facility produces dimensional lumber and is located in Priest River, Idaho. It currently operates under an industrial reuse permit and applies recycled water to management unit MU-254-01. The lumber yard consists of 50 acres, 5 acres of which are unpaved roads and parking areas owned by the Stimson Company. These areas require adequate management and control of fugitive dust emissions under a DEQ air quality permit (Permit 017-00001).

Wastewater is generated from boiler maintenance water and water softener recharge brine. Annual servicing of the Facility’s two boilers generates 12,000 to 15,000 gallons of maintenance water. Water softener recharging generates 136,000 gallons of maintenance water. A lined, 150,000-gallon lagoon stores the wastewater and precipitation. Facility staff apply a combined 1.56 million gallons of recycled water from the storage lagoon and supplemental city drinking water to unpaved haul roads, located on-site, for dust suppression. The recycled water and supplemental water are applied separately and only during times of dry weather in volumes that wet the uppermost three to four inches of soil, to ensure the water evaporates rather than infiltrate deeper into the soil.

The draft reuse permit establishes monitoring requirements, limits on nutrient and hydraulic loading, and conditions established by DEQ to protect public health and the environment. As part of the permitting process, the facility was also required to show that its operation would not cause public health or environmental concerns.

Written comments on the draft permit will be accepted through May 30, at 5 p.m. mountain time. The draft permit and staff analysis are available for public review at DEQ’s state office (1410 N. Hilton St.) and below under related documents.
