The Idaho Department of Environmental Quality (DEQ) is seeking comment on draft reuse permit (M-182-04) for the Kootenai-Ponderay Sewer District (KPSD).
KPSD owns and operates a public municipal Class II wastewater treatment plant and Class D recycled water reuse facility. KPSD serves developed portions of the cities of Ponderay and Kootenai as well as small unincorporated areas of Bonner County north of Lake Pend Oreille. The nearest city, approximately 0.30 miles to the south, is Kootenai, Idaho. KPSD’s reuse facility produces approximately 9.5 million gallons of recycled water on average annually, which is used to irrigate 20 acres during the growing season.
The draft reuse permit establishes monitoring requirements, limits on nutrient and hydraulic loading, and conditions established by DEQ to protect public health and the environment. As part of the permitting process, the facility was also required to show that its operation would not cause public health or environmental concerns.
Written comments on the draft permit will be accepted through July 31, at 5 p.m. mountain time. The draft permit and staff analysis are available for public review at DEQ’s State Office (1410 N. Hilton St., Boise, ID 83706) and below under related documents.
