The Idaho Department of Environmental Quality (DEQ) is seeking comment on a draft recycled water reuse permit (M-087-04) renewal for the Fish Haven Area Recreational Sewer District (FHARSD).
The FHARSD owns and operates a municipal Class I wastewater treatment facility and Class C reuse facility approximately 1.5 miles north of St. Charles, Idaho, near the northwest end of Bear Lake. The facility services approximately 1,170 connections in the FHARSD, including Fish Haven area, St. Charles, Idaho, and several private developments in the contiguous area. The treatment process produces Class C recycled water, which is applied to 18 acres of agricultural land to grow alfalfa and grass hay crops during the growing season.
The permit would authorize reuse operations for another 5 years and establish monitoring requirements, limits on nutrient and hydraulic loading, and conditions established by DEQ to protect public health and the environment.
The permit materials are available for public review at DEQ’s State Office (1410 North Hilton Street, Boise, Idaho 83706), Pocatello Regional Office (444 Hospital Way #300 Pocatello, Idaho), and on DEQ’s Public Comment Opportunities page. Written comments will be accepted through January 5, 2026, until 5 p.m. MDT. Submit comments electronically on DEQ’s website or by mail or email to:
