DEQ seeks comment on draft permit to construct revision for Rathdrum Power LLC

Accepting comments from August 4, 2026, through September 3, 2026.

The Idaho Department of Environmental Quality (DEQ) seeks comment on a draft permit to construct revision for Rathdrum Power LLC.

Rathdrum Power LLC operates a combined cycle gas turbine electrical power generation facility in Rathdrum, Idaho. The company is applying to update its emergency generator and emergency fire pump diesel engine emission factors based on manufacturer specifications. Changes in emission factors would result in total potential to emit increases of 1.16 tons/year of nitrogen oxide air pollutants and 0.03 tons/year of volatile organic compounds.

DEQ has determined that construction and operation according to the proposed permit will not cause or significantly contribute to a violation of any ambient air quality standard and will not injure or unreasonably affect human or animal life or vegetation. DEQ has reviewed the application and completed an analysis of the information submitted by the applicant to PTC modification to update emergency generator and fire pump engine emission factors (Process in accordance with 209.04.a). Based on this analysis, DEQ proposes to issue the permit to construct to Rathdrum Power LLC, Rathdrum.

The draft permit materials are available for public review at DEQ’s State Office (1410 N. Hilton St.) and below in related documents. Written comments on the draft permit and supporting materials will be accepted through September 3, 2026, at 5 p.m. MT. Submit comments using the form below or via mail or email to:
