The Idaho Department of Environmental Quality (DEQ) seeks comment on a draft permit to construct revision for J.R. Simplot Company’s Don Siding Plant.
J.R. Simplot Company’s Don Siding Plant manufactures integrated phosphate fertilizer and other commercial products northwest of Pocatello, Idaho. The company is applying to revise its permit to construct to incorporate a new annual fluoride emission limit for all reclaim cooling tower (RCT) cells in the plant. The Don Plant has five cells split between two RCTs. The permit provides a particulate matter, PM10, and fluoride emission limit for each cell on an hourly and annual basis.
DEQ has determined that construction and operation according to the proposed permit will not cause or significantly contribute to a violation of any ambient air quality standard and will not injure or unreasonably affect human or animal life or vegetation. DEQ has reviewed the application and completed an analysis of the information submitted by the applicant to incorporate revised reclaim cooling tower fluoride emission limits per amended Consent Order for E-2012.0022. Based on this analysis, DEQ proposes to issue the permit to construct to J.R. Simplot Company’s Don Siding Plant.
