The Idaho Department of Environmental Quality (DEQ) seeks comment on a draft permit to construct (P-2017.0050) revision for Itafos Conda LLC’s Phosphoric Acid Plant.
Itafos Conda LLC is a phosphorous-based fertilizer producer with operations 7 miles north of Soda Springs, Idaho. The company’s Phosphoric Acid Plant uses four phosphogypsum stacks to help process phosphate by evaporating process water. The process emits gaseous fluoride as a byproduct, which is a regulated pollutant. Three of the four phosphogypsum stacks are currently regulated under a separate permit to construct, P-2009.0002.
Itafos Conda LLC is seeking to amend its permit to construct (P-2017.0050) by combining the requirements for P-2009.0002 under P-2017.0050, creating consistent fluoride emission calculation methods for the four phosphogypsum stacks, and capping emissions for one of the phosphogypsum stacks.
DEQ has determined that construction and operation according to the proposed permit will not cause or significantly contribute to a violation in of any ambient air quality standard and will not injure or unreasonably affect human or animal life or vegetation. DEQ has reviewed the application and completed an analysis of the information submitted by the applicant to combine the requirements from P-2009.0002 for F-Gyp-0, F-Gyp-1, and F-Gyp-2 into PTC P-2017.0050 for F-Gyp-3, and subsequently terminate P2009.0002. Based on this analysis, DEQ proposes to issue the permit to construct to Itafos Conda LLC, Soda Springs.
The draft permit materials are available for public review at DEQ’s State Office (1410 N. Hilton St.) and below in related documents.
