DEQ seeks comment on draft permit to construct modification for Idaho Power Company

Accepting comments from April 29, 2026, through May 29, 2026.

The Idaho Department of Environmental Quality (DEQ) seeks comment on a draft permit to construct revision for Idaho Power Company’s Bennett Mountain Power Plant.

Idaho Power Co. owns and operates the Bennett Mountain Power Plant in Mountain Home, Idaho. The company is proposing to revise its permit to construct to install and operate nine natural gas-fired reciprocating electrical generation engines, one natural gas fuel heater, and one emergency generator.

DEQ has determined that construction and operation according to the proposed permit will not cause or significantly contribute to a violation of any ambient air quality standard and will not injure or unreasonably affect human or animal life or vegetation. DEQ has reviewed the application and completed an analysis of the information submitted by the applicant to install and operate the new engines, heater, and generator. Based on this analysis, DEQ proposes to issue the permit to construct to Idaho Power Co, Mountain Home.

The draft permit materials are available for public review at DEQ’s State Office (1410 N. Hilton St.) and below in related documents. Written comments on the draft permit and supporting materials will be accepted through May 29, 2026, at 5 p.m. MT. Submit comments using the form below or via mail or email to:
