DEQ seeks comment on draft modified permit to construct for Clearwater Paper Corporation

Accepting comments from March 19, 2026, through April 20, 2026.

The Idaho Department of Environmental Quality (DEQ) is seeking comments on a draft modified permit to construct for the Clearwater Paper Corporation’s Pulp and Paperboard Division.

Clearwater Paper Corporation’s Pulp and Paper Division in Lewiston, Idaho, applied for a modified permit to construct to rebuild a 134 hydrochloric acid (HCl) synthesis scrubber within the facility’s 134-chlorine dioxide plant. Chloride gas is a byproduct of the pulp bleaching process. It is burned with hydrogen from the electrolysis of sodium chlorate to make the HCl. The synthesis scrubber is used primarily to remove gaseous HCl produced is the HCl synthesis process.

DEQ has determined that construction and operation according to the proposed permit will not cause or significantly contribute to a violation of any ambient air quality standard and will not injure or unreasonably affect human or animal life or vegetation. DEQ has reviewed the application and completed an analysis of the information submitted by the applicant for the PTC modification to rebuild the 134 HCl synthesis scrubber. Based on this analysis, DEQ proposes to issue the permit to construct to Clearwater Paper Corp.-Pulp and Paperboard Div., Lewiston.
