DEQ seeks comment on draft How to Hire an Engineer for Public Water and Wastewater Systems brochure

Accepting comments from December 5, 2025, through January 6, 2026.

The Idaho Department of Environmental Quality (DEQ) is seeking comment on the draft brochure, How to Hire an Engineer for Public Water and Wastewater Systems.

Communities and other entities are often required by the “Idaho Rules for Public Drinking Water Systems” (IDAPA 58.01.08) or the “Wastewater Rules” (IDAPA 58.01.16) to procure the services of professional engineering firms (i.e., professional engineers [PEs]) for certain projects. PEs are often procured for planning and designing new or materially modified public water systems and wastewater systems, developing preliminary engineering reports for proposed projects, or developing facility plans for a system. This brochure offers steps and guidance in hiring PEs and meeting the qualifications-based selection legal requirements in Idaho Code § 67-2320.  

The draft brochure is available for review at DEQ’s State Office (1410 N. Hilton Street, Boise, Idaho) and on DEQ’s Public Comment Opportunities page. Written comments will be accepted through January 5, 2026, at 5 p.m. Mountain Time. Submit comments electronically on DEQ’s website or by mail or email:
