DEQ seeks comment on draft 401 water quality certification for Perimeter Drive bridge replacement for Paradise Creek undercrossing project

The Idaho Department of Environmental Quality (DEQ) is seeking comment on a draft 401 water quality certification for the Perimeter Drive bridge replacement for Paradise Creek undercrossing project.

The purpose of this project is to replace three existing corrugated metal pipe culverts with a bridge designed to improve the hydraulic capacity, enhance safety, and support ecological function of Paradise Creek in Moscow, Idaho. Construction of the new structure will require placement of portions of cast-in-place concrete abutment walls, footings, and associated backfill within the ordinary high water mark and wetlands. The structures will support the proposed 39-foot-long by 69-foot-wide precast, pre-stressed voided slab girder bridge, which will have a total paved width of 69 feet. In total, the construction impacts to Paradise Creek will be limited to approximately 130 linear feet (3,750 square feet). The unavoidable permanent wetland impacts in this section of Paradise Creek will be 1,846 square feet and temporary impacts will be 165 square feet.

Based upon review of the federal joint permit application, readily available water quality related materials, and certification request in accordance with 40 CFR §§ 121.5 (b) and (c) and 121.7 (c), DEQ, certifies that if the permittee complies with the terms and conditions imposed by the federal permit and the conditions set forth in this water quality certification, then it is reasonable for DEQ to conclude that the activity will comply with water quality requirements, including applicable requirements of the Clean Water Act §§ 301, 302, 303, 306, and 307, Idaho’s “Water Quality Standards” (IDAPA 58.01.02), and other appropriate water quality requirements of state law.

The draft certification is available for public review at DEQ’s State Office (1410 N. Hilton St. Boise, Idaho 83706), DEQ’s Lewiston Regional Office (1118 F St. Lewiston, Idaho 83501), and on DEQ’s website.
