DEQ announces public comment period on Class 2 permit modification for PacifiCorp

Accepting comments from March 6, 2026, through May 5, 2026.

The Idaho Department of Environmental Quality (DEQ) is seeking comment on a proposed Class 2 modification for PacificCorp’s Idaho Falls Pole Yard Facility.

PacifiCorp is the parent company of Rocky Mountain Power, which serves power grid customers in eastern and southeastern Idaho. Under Idaho’s Hazardous Waste Management Act (HWMA), PacifiCorp operates a pole yard facility in Idaho Falls with a Post Closure HWMA permit (EPA#IDD000602631) administered by DEQ. The modifications proposed would do the following:

  • Replace a point of compliance well from the Corrective Action, Compliance, and Detection Monitoring Programs due to drought issues
  • Reduce groundwater monitoring frequency from semiannual to annual
  • Eliminate requirements to calculate groundwater flow
  • Identify chemical and site specific thresholds
  • Clarify statistical methods used and update toxicity factors for calculating groundwater protective standards
  • Update parts of the permit, including forms, figures, tables, formatting errors, and the process for submittals

A public meeting regarding this request is scheduled for April 1, 2026, at 7 p.m. at the Holiday Inn (3005 South Fork Boulevard, Idaho Falls, Idaho) to discuss the proposed modifications.

Written comments on the draft permit will be accepted through May 5, 2026, by 5 p.m. MT. Submit comments electronically on DEQ’s website or by mail or email to:
