DEQ seeks comment on draft reuse permit renewal for City of Cottonwood

Accepting comments from June 24, 2026, through July 24, 2026.

The Idaho Department of Environmental Quality (DEQ) is seeking comment on a draft reuse permit renewal (M-144-04) for the City of Cottonwood, Idaho.

The City of Cottonwood owns and operates a public municipal Class I wastewater treatment facility (WWTF) and Class I collection system. The city currently operates a Class C recycled water reuse facility under a reuse permit issued by DEQ and maintains an Idaho Pollutant Discharge Elimination System permit for discharge to the Cottonwood Creek. The average daily flow to the WWTF is approximately 0.211 million gallons. Currently, recycled water flows irrigate 40.4 acres of hybrid poplars and 14 acres of grass pasture with the site transitioning to irrigation of 244 acres of alfalfa crop.

The draft reuse permit establishes monitoring requirements, limits on nutrient and hydraulic loading, and conditions established by DEQ to protect public health and the environment. As part of the permitting process, the permittee was also required to show that its operation would not cause public health or environmental concerns.

Written comments on the draft permit renewal will be accepted through July 24, 2026, at 5 p.m. Mountain Time. The draft permit and staff analysis are available for public review at DEQ’s State Office (1410 N. Hilton St., Boise, ID 83706), DEQ’s Lewiston Regional Office (1118 F St., Lewiston, ID 83501), and below under related documents.
