DEQ announces public comment period on draft fiscal year 2027 State Revolving Fund Intended Use Plan

Accepting comments from April 20, 2026, through May 18, 2026.

The Idaho Department of Environmental Quality (DEQ) is seeking comment on that the draft fiscal year 2027 State Revolving Fund Intended Use Plan (IUP). 

The State Revolving Fund Clean Water and Drinking Water IUP guides how DEQ prioritizes and awards funding for water infrastructure investments. It includes the priority lists for loans, emerging contaminants, and lead service line inventory projects in addition to Drinking Water and Wastewater Planning Grant Priority Lists.

Once approved and finalized by the Idaho Board of Environmental Quality, these documents will govern the state’s funding decisions for state fiscal year 2027. 

DEQ will award grants and loans from these lists in priority order to the highest ranked, “shovel-ready” projects. Awards will be made in full to projects that can utilize all of the available funding. A virtual informational meeting is scheduled for May 11, 2026, at 1 p.m. Mountain Time. The priority lists and IUP are listed below and hard copies are available by request at DEQ’s State Office and DEQ’s regional offices. Written comments will be accepted through May 18, 2026, at 5 p.m. Mountain Time. Submit comments electronically using the form below or by mail or email to:
