DEQ seeks comments on draft Grants and Loans Program Customer Handbook

The Idaho Department of Environmental Quality (DEQ) seeks comment on the updated draft Customer Handbook for Idaho’s Drinking Water and Wastewater Grant and Loan Program.
The draft Customer Handbook is an update to the February 2025 version, with information on funding requirements such as implementing the Build America Buy America Act, project signage requirements, and equipment pre-procurement procedures. The draft Customer Handbook also includes a new section addressing cybersecurity funding incentives (Section 3.3.6) and incorporates new guidance from “Attachment GPR-02 Cyber-Informed Engineer (CIE) Analysis Guidance.” This new cybersecurity guidance is intended to assist recipients and engineers with developing cyber-informed engineering (CIE) analyses when necessary. All other substantiative updates can be reviewed in the draft Customer Handbook’s revision log (page v).
Written comments on the draft Customer Handbook will be accepted through Tuesday, December 31, 2025, at 5 p.m. PDT. The draft handbook is available for public review on DEQ’s website.
