Guidance

Agency guidance documents include written documents intended to guide agency actions affecting the rights or interests of people or groups outside the agency (Idaho Code § 67-5250(2)).

Other policy documents are intended to guide internal matters within the agency.

A Memorandum of Understanding (MOU) is a legally nonbinding agreement between two or more parties that outlines the terms and details of a mutual understanding or agreement, noting each party’s requirements and responsibilities.

Agency policy statements and guidance documents shall not have the force and effect of law pursuant to Idaho Code § 67-5207A.
