DEQ seeks comment on draft IPDES general permit for the Multi-Sector General Permit IDR050000

Accepting Comments from December 19, 2025, through February 2, 2026

The Idaho Department of Environmental Quality (DEQ) is seeking comment on a draft Idaho Pollutant Discharge Elimination System (IPDES) general permit for the Multi-Sector General Permit IDR050000.

The draft general permit would authorize industrial stormwater operations in Idaho to discharge into waters of the United States. The general permit identifies the pollutants of concern, the required limits for the pollutant, and monitoring and reporting requirements necessary to ensure compliance with the permit and protect human health and the environment.

Written comments on the draft general permit and fact sheet will be accepted through Monday, February 2, 2026, at 5 p.m. Mountain Time. To account for the significant amount of material to review, DEQ increased the public comment period from 30 days to 45 days. Extensions to the public comment period past February 2, 2026, will not be accepted. The draft general permit and fact sheet are available for public review at DEQ’s state office (1410 N. Hilton St. Boise, ID 83706); at DEQ’s regional offices in Boise (1445 N. Orchard St. Boise, ID 83706), Coeur d’Alene (2110 Ironwood Parkway Coeur d’Alene, ID 83814), Idaho Falls (900 N. Skyline Drive, Ste. B Idaho Falls, ID 83402), Pocatello (444 Hospital Way, #300 Pocatello, ID 83201), Lewiston (1118 F St. Lewiston, ID 83501), and Twin Falls (650 Addison Ave. W., Ste. 110 Twin Falls, ID 83301); and on DEQ’s website. A public meeting may be held, if requested in writing, by Friday, January 2, 2026.

In the comment, include a name, reference to the permit part or page, a concise statement of the basis for the comment, and relevant facts upon which it is based. A substantive comment can disagree with the statutory or regulatory basis for a general permit but should include constructive feedback on how the permit is written, conditioned, and/or implemented (e.g., eligibility, prohibitions, best management practices, reporting, etc.). Comments that are very general (e.g., “I dislike this permit”) or beyond the scope of the general permit (e.g., “This permit should cover process wastewaters, too”) will be acknowledged but not considered substantive. After the close of the public comment period, DEQ considers information provided by the public, prepares a document summarizing the public comments received, and may make changes to the draft permit in response to the public comments (IDAPA 58.01.25.109.03). DEQ will include the summary sheet and responses to comments in an appendix to the final fact sheet.
