Compliance Monitoring Data Portal (CMDP)

The Compliance Monitoring Data Portal (CMDP) is EPA’s online reporting application where certified laboratories and public water systems (PWSs) report safe drinking water compliance monitoring data directly to DEQ’s Drinking Water Program.

Data reporters can use any combination of the following methods to report compliance data:

  • Online Data Entry (Web Forms)
    Enter compliance data directly into online forms and submit the data through the CMDP.
  • Offline Excel Templates
    Enter compliance data into CMDP Microsoft Excel templates and generate a properly formed XML file to manually upload into the CMDP. The templates are updated occasionally, so always be sure to use the latest templates when using this reporting option.
  • XML File Uploads
    Generate XML files directly from your data system (i.e., Laboratory Information System (LIMS)) to manually upload into the CMDP.
  • Web Services
    Generate XML files directly from your data system and automatically upload the files into the CMDP using Web Services.

Access CMDP

Existing CMDP Production users can launch CMDP or manage user accounts through EPA’s Shared CROMERR Services (SCS) using the buttons below.

New User Registration

All PWS and Laboratory CMDP Administrators must be approved by a State CMDP Administrator prior to accessing CMDP.

CMDP Environments

There are two CMDP environments: Pre-Production (Testing) and Production (Compliance):

User Account Management

CMDP user accounts are managed through EPA’s Shared CROMERR Services (SCS) website. Each user must have their own individual account. The SCS dashboard displays all available partners and program services.

Like CMDP, SCS has two environments: Pre-Production (Testing) and Production (Compliance). Credentials for these environments are NOT interchangeable.

Path to CMDP Production

  1. Data reporters receive an invitation to register for CMDP Pre-Production and complete the recommended testing.
  2. Laboratory and PWS Administrators create CMDP Pre-Production user accounts through SCS Pre-Production and approve additional CMDP users (preparers and reviewers.)
  3. In CMDP Pre-Production, data reporters demonstrate the ability to accurately report the following samples prior to registering for CMDP Production (only analyses conducted and sample types reported by the lab will be required.)
    • Routine chemical/radiological samples
    • Routine microbial samples
    • Repeat microbial samples
    • Triggered microbial samples
    • Additional/confirmation microbial samples
  4. After reporting accurate compliance monitoring data using CMDP Pre-Production, Laboratory and PWS Administrators receive an invitation to register for CMDP Production.
  5. Laboratory and PWS Administrators will create CMDP Production user accounts through SCS Production and approve additional CMDP Production users (preparers and reviewers.)
  6. The Laboratory or PWS Administrator coordinates with a State CMDP Administrator to establish a final date to switch from existing reporting procedures to reporting through CMDP Production.
