DEQ seeks comment on permit modification to permit to construct for Ruveon LLC

Accepting comments from February 3, 2026, through March 5, 2026.

The Idaho Department of Environmental Quality (DEQ) seeks comment on a modification to the permit to construct for Ruveon LLC.

Ruveon LLC owns and operates an elemental phosphorous manufacturing facility near Soda Springs, Idaho. The company is seeking to modify and renew its permit to construct for an air pollution-emitting source—a nodulizing kiln that prepares phosphate ore for use in the furnace feedstock and routes exhaust through four parallel hydrosonic scrubbing systems. After measuring nitrogen oxides (NOx) emission from the nodulizing kiln for a year to establish an emission limit for the kiln, Ruveon LLC is proposing to incorporate enforceable limits for NOx into the kiln’s permit to construct and Tier I operating permit. The new NOx limits will be incorporated into Idaho’s Regional Haze State Implementation Plan.

DEQ has determined that operation according to the proposed permit will not cause or significantly contribute to a violation of any ambient air quality standard and will not injure or unreasonably affect human or animal life or vegetation. DEQ has reviewed the application and completed an analysis of the information submitted by the applicant to establish nodulizing kiln NOx limit for Regional Haze. Based on this analysis, DEQ proposes to issue the permit to construct to Ruveon LLC, Soda Springs.

The draft permit materials are available for public review at DEQ’s State Office (1410 N. Hilton St.) and on DEQ’s website. Written comments on the draft permit and supporting materials will be accepted through March 5, 2026, at 5 p.m. MT. Submit comments using the form below or via mail or email to:
