DEQ seeks comment on notice of intent to terminate coverage under IPDES permit for Boise State University

Accepting comments from November 3, 2025, through December 3, 2025.

The Idaho Department of Environmental Quality (DEQ) has prepared a notice of intent to terminate coverage for Boise State University (Facility Permit IDG911006) under the Idaho Pollutant Discharge Elimination System (IPDES) Program.

The facility, located in Boise, Idaho, holds coverage under the IPDES Ground Water Remediation General Permit (IDG911006), which authorized Boise State University to manage and discharge groundwater associated with a perchloroethylene (PCE)–impacted plume beneath the central campus. During high groundwater periods and periodic construction activities, groundwater has been controlled with dewatering pumps and discharged to the Boise River via campus outfalls along the south bank that are also covered under Municipal Separate Storm Sewer System (MS4) National Pollutant Discharge Elimination System Permit IDS027561.

On October 16, 2025, Boise State University asked DEQ to terminate coverage under IDG911006, certifying there have been no discharge exceedances to the Boise River for the past ten years and stating its intent to manage any future groundwater discharges under the MS4 permit. DEQ’s IPDES Program coordinated with DEQ’s Hazardous Waste Bureau on the request. The Hazardous Waste Bureau indicated the PCE plume is no longer present in the permitted area, and remigration was unlikely due to the nature of the groundwater in the area. The plume itself is annually reduced by treatment efforts at the site of the initial contamination. Therefore, DEQ is providing this notice of intent to terminate permit coverage pursuant to “Idaho Pollutant Discharge Elimination System Rules” (IDAPA 58.01.25.203).

The draft notice of intent is available for public review at DEQ’s State Office (1410 N. Hilton Street, Boise, Idaho) and on DEQ’s website. Written will be accepted through December 3 at 5 p.m., MDT. A public meeting may be held, if requested in writing, by November 17. Comments and questions regarding this process should be directed to Kerry Neil at Kerry.Neil@deq.idaho.gov. Comments should address water quality considerations and include supporting materials where available. Comments should also reference Boise State University and IPDES Permit DG911006.
