Draft NPDES 401 Certification - Idaho Transportation Department District 1 Municipal Separate Storm Sewer System (MS4)

Accepting Comments from June 4, 2020 to July 6, 2020

DEQ is seeking comment on a draft 401 water quality certification for National Pollutant Discharge Elimination System (NPDES) EPA permit no. IDS028223 for the Idaho Transportation Department, District #1 Municipal Separate Storm Sewer System (MS4). This action would authorize the discharge from all MS4 outfalls inside the permit area to the Spokane River.

Based on our review of the draft permit and fact sheet (see information links to view EPA’s documents), DEQ proposes to certify that if the permittee complies with the terms and conditions imposed by the permit along with the conditions set forth in this water quality certification, then there is reasonable assurance the discharge will comply with the applicable requirements of the Clean Water Act, the Idaho water quality standards, and other appropriate water quality requirements of state law.
