DEQ seeks comment on draft 401 water quality certification for Marley Road to Jim Byrne Slough

The Idaho Department of Environmental Quality (DEQ) seeks comment on a draft 401 water quality certification for Marley Road to Jim Byrne Slough in Lincoln County, Idaho.
The Idaho Transportation Department (ITD) is conducting a rehabilitation and minor reconstruction project on US-93 between Marley Road and Richfield, Idaho. The total project length is approximately 5.32 miles of rural highway.
Based upon its review of the certification request, received on 7/9/2021, DEQ certifies that if the permittee complies with the terms and conditions imposed by the permit and the conditions set forth in this water quality certification, then it is reasonable for DEQ to conclude that the activity will comply with water quality requirements, including applicable requirements of Sections 301, 302, 303, 306, and 307 of the Clean Water Act, the “Idaho Water Quality Standards” (IDAPA 58.01.02), and other appropriate water quality requirements of state law.

BOISE — The Idaho Department of Environmental Quality (DEQ) today announced the award of a $475,000 low-interest wastewater construction loan to Moon Lake Ranch Owners Association, Inc. in Ada County, Idaho.
The funding will be used to connect to a proposed gravity sewer system in the Bald Eagle Point Subdivision, which will be annexed into the Eagle Sewer District.
The loan from DEQ’s State Revolving Loan Fund, which is capitalized annually by grants from the US Environmental Protection Agency, carries a simple 3% interest rate and is payable over 30 years.

DEQ awards $4.3 million low-interest wastewater construction loan to the city of Juliaetta
July 8, 2021
BOISE — The Idaho Department of Environmental Quality (DEQ) today announced the award of a $4.3 million low-interest wastewater construction loan to the city of Juliaetta in Latah County.
The funding will be used to rehabilitate and replace the lift station and install new equipment, including headworks, aeration and secondary clarifiers, dewatering equipment, temperature and flow monitoring controls, backup generator, composite samplers, and temperature treatment.
DEQ is authorized by state law to make loans to assist in the construction of public wastewater systems. Since the annual cost of wastewater service for residential customers exceeds 1.5% of the median household income, the city qualifies for a disadvantaged loan, which carries favorable repayment terms.
The loan from DEQ’s State Revolving Loan Fund, which is capitalized annually by grants from the US Environmental Protection Agency, carries a simple 1.75% interest rate, is payable over 30 years, and has a 542,491 principal forgiveness. The favorable loan terms represent a $1,020,365 savings to the community when compared to average costs for municipal general obligation debt issuances.

DEQ seeks comment on draft BNSF Railway bridge span replacement project

The Idaho Department of Environmental Quality (DEQ) seeks comment on a draft BNSF Railway bridge span replacement project.
This project is located near the city of Sandpoint in Bonner County at the Pend Oreille Lake outlet and mouth of the Pend Oreille River. BNSF proposes repairs to the existing rail bridge over the Pend Oreille River. Pier work will involve adding bearing blocks to the top of the existing piers, and adding epoxy or cement to the existing upper portion of piers where they are degraded. The existing swing span will be replaced by two through plate girders. The project will involve concrete demolition using saws, and cast-in-place over water concrete pouring, and include extending and dismantling existing work trestle, assembling bridge spans, removing existing bridge spans, implementing pier repairs and install bearing blocks, and installing new bridge spans.
Based on its review of the 401 water quality certification request, the US Coast Guard Bridge Permit Application, and related project documents, received on May 17, 2021, DEQ certifies that if the permittee complies with the terms and conditions imposed by the permit, and the conditions set forth in this water quality certification, then it is reasonable for DEQ to conclude that the project will comply with the applicable requirements of Sections 301, 302, 303, 306, and 307 of the Clean Water Act, the “Idaho Water Quality Standards” (IDAPA 58.01.02), and other appropriate water quality requirements of state law.

DEQ attains primacy over state pollutant discharge program

BOISE — On Thursday, July 1, the Idaho Department of Environmental Quality (DEQ) completed a multi-year transfer of authority from the US Environmental Protection Agency (EPA) to DEQ after gaining approval over the Idaho Pollutant Discharge Elimination System (IPDES) Program in 2018.
Attaining primacy is a significant accomplishment for the agency and ensures that permittees will have direct access to state permit writers who have local knowledge of Idaho’s surface waters.
It also puts Idaho in line with a vast majority of states that manage the discharge of pollutants into local waterways.
“Having the IPDES program as a state-run program allows Idaho the opportunity to control Idaho concerns and provides cities and businesses with access to staff who understand the unique nature of Idaho’s waterways,” said Mary Anne Nelson, DEQ’s Surface and Wastewater Division administrator.
“We are pleased to complete the transfer of this program to the State of Idaho,” said Michelle Pirzadeh, EPA Region 10’s Acting Regional Administrator. “We have worked closely with IDEQ on this effort and are confident that the program will protect Idaho’s important water resources.”
The effort started in 2014 when the Idaho legislature directed DEQ to seek authorization for a state-operated program. DEQ submitted a primacy application in August of 2016 and EPA authorized the transfer of permitting authority two years later. DEQ issued the first IPDES permit in April 2019.
With the transfer of authority complete, DEQ is now responsible for permitting, compliance, inspections, and enforcement of discharge permits into Idaho waterways from industrial and municipal facilities, federal facilities, storm water systems, sewage sludge, and the National Pollutant Discharge Elimination System (NPDES) pretreatment program. DEQ will also continue to work with facilities to ensure ongoing compliance and provide trainings for entities using the agency’s web-based permitting system.
EPA retains the authority to issue NPDES permits for all facilities discharging to tribal waters.

DEQ seeks comment on draft work plan to address soil contamination at Bellevue, Idaho, property

BOISE—The Idaho Department of Environmental Quality (DEQ) seeks comment on a draft work plan to address soil contamination at the JET Business Park property in Bellevue, Idaho.
The property, consisting of three adjacent parcels located at 767, 791, and 821 South Main Street, is contaminated from past concentrated mining ore loading activities.
The voluntary remediation work plan guides cleanup, which will include excavation, treatment, and disposal of the contaminated soil, and describes implementation of the proposed cleanup method.
The draft work plan can be reviewed on DEQ’s Public Comment Opportunities page, at DEQ’s Twin Falls Regional Office (650 Addison Avenue West, Suite 110), and the Bellevue Public Library (117 Pine Street).

PAYETTE — The Idaho Department of Environmental Quality (DEQ) seeks comment on a proposed plan to address elevated levels of Escherichia coli (E. coli) in the Payette River Subbasin.
The subbasin is located in southwest Idaho and encompasses nearly 600 square miles from the western side of the West Mountains to the outlet of the Payette River and confluence with the Snake River.
The Payette River is designated for several beneficial uses, including recreation in and on the water, drinking water supply, and aquatic life support.
Under the Clean Water Act, states are required to develop total maximum daily loads (TMDLs) when state water quality standards are not achieved. To comply with these requirements, DEQ prepared the draft Payette River Subbasin Total Maximum Daily Load – Escherichia coli, which addresses primary and secondary contact recreation numeric criterion in three water bodies that act as tributaries to the Payette River.
In meeting primary and secondary contact recreation criterion, the TMDL ensures that the Payette River is further protected for recreational uses within its tributaries and downstream.

The funding will be used to pay for the facility plan and environmental report for the association’s wastewater system project and upgrade the treatment system to comply with the permit.
DEQ is authorized by state law to make loans to assist in the construction of public wastewater systems. Since the annual cost of wastewater service for residential customers exceeds 1.5% percent of the median household income, the Moose Draw Association Inc., qualifies for a disadvantaged loan, which carries favorable repayment terms.
The loan from DEQ’s State Revolving Loan Fund, which is capitalized annually by grants from the US Environmental Protection Agency, carries a simple 1.75% interest rate, is payable over 30 years, and has a $647,310 principal forgiveness.

The funding will be used to upgrade the treatment system and repair the collection system.

The favorable loan terms represent a $196,682 savings to the community when compared to average costs for municipal general obligation debt issuances.

CANYON COUNTY —The Idaho Department of Environmental Quality (DEQ) seeks comment on a draft wastewater reuse permit renewal for the Brittania Heights Subdivision.
Brittania Heights Wastewater owns a municipal wastewater treatment and reuse facility and applies recycled water to landscaped common areas throughout the Brittania Heights Subdivision.

DEQ seeks comment on revisions to stationary source air modeling guideline

The Idaho Department of Environmental Quality (DEQ) seeks public comment on revisions to the State of Idaho Guideline for Performing Air Quality Impact Analyses (modeling guideline) that describes methods and procedures for performing air impact modeling analyses required for issuance of air quality permits.
The revision changes air pollution emission-based threshold levels that, when exceeded, trigger the requirement to perform air impact modeling analyses for facilities seeking a permit to construct (PTC) from DEQ.
Performing air impact modeling analyses is resource-intensive for both permit applicants and DEQ. Where facilities have low air pollutant emissions, site-specific impact modeling analyses may not be necessary to conclude that applicable standards will not be violated. DEQ developed a series of thresholds to trigger when impact modeling is needed to confidently evaluate compliance with standards. These thresholds and guidance on their use are provided in Section 3 of the modeling guideline.
DEQ reevaluated the thresholds presented in the modeling guideline and revised those thresholds. A summary of DEQ’s reevaluation is presented in a technical memorandum and the new thresholds are provided in a revised Section 3 of the modeling guideline. DEQ’s revised Section 3 of the modeling guideline and the supporting technical memorandum are available for review on DEQ’s website.
Written comments on the revised modeling applicability thresholds presented in the modeling guideline will be accepted through August 2, 2021, at 5 p.m. MST. After consideration of comments received, the thresholds may be amended or adjusted in the future, in which case, DEQ may provide for additional public comment depending on the significance of the changes.

BOISE — The Idaho Department of Environmental Quality (DEQ) is seeking candidates for the Crop Residue Burning Advisory Committee, which advises the agency on crop residue burning issues.
Current vacancies include a Central Idaho grower representative, Eastern Idaho grower representative, and an environmental representative.
The Crop Residue Burning Advisory Committee is comprised of representatives from environmental, farming, health, and tribal organizations, DEQ, the Idaho State Department of Agriculture, and the US Environmental Protection Agency. Members are appointed to four-year terms by DEQ’s director.
The committee was established by state law, which authorizes DEQ to manage the burning of crop residue on lands other than the five Indian reservations. The committee meets annually to review the Idaho crop residue burning program’s procedures, evaluate program performance during the most recently concluded burn season, and recommend program improvements.
Candidates should submit a letter or email indicating why they are interested in serving on the committee and present qualifications for the representative positions.

DEQ announces public comment period on draft Tier I operating permit for Avista Corporation and opportunity for public hearing

The Idaho Department of Environmental Quality (DEQ) seeks comment on a draft Tier I operating permit for the Avista Corporation in Rathdrum, Idaho.
The Rathdrum facility consists of two combustion gas turbine package power plants, which can each produce approximately 83.5 megawatts of electricity at full load operating conditions. The turbines operate on a simple cycle basis and are fueled exclusively by pipeline-quality natural gas.
The facility is classified as a major facility because it emits or has the potential to emit NOx and CO above the major source threshold of 100 tons-per-year and has the potential to emit over 100,000 tons-per-year CO2 equivalent of greenhouse gas pollutants. The draft permit establishes facility-wide requirements in accordance with the Idaho State Implementation Plan control strategy and the “Rules for the Control of Air Pollution” (IDAPA 58.01.01).

The Idaho Department of Environmental Quality (DEQ) seeks public comment on a pretreatment program for the city of Rigby, Idaho.
The city applied for approval of its pretreatment program and submitted the necessary documentation to administer the federally mandated pretreatment program. DEQ reviewed the submission and determined that the program is in accordance with 40 CFR § 403.8, “Pretreatment Program Requirements: Development and Implementation by POTW.”
This approval will delegate authority to the city of Rigby to regulate its users as a control authority.

DEQ awards wastewater planning grant to the city of Menan

BOISE — The Idaho Department of Environmental Quality (DEQ) today announced the award of a wastewater planning grant for $35,000 to the city of Menan in Jefferson County.
The funds will be used to prepare a wastewater planning study and environmental review. The purpose of the project is to evaluate the current wastewater system and develop alternatives for any needed improvements.
The total eligible cost of the project is $70,000. The remaining $35,000 will be funded by the city of Menan.

DEQ seeks comment on draft Idaho Section 401 Certification Guidance

BOISE—The Idaho Department of Environmental Quality (DEQ) seeks comment on the draft Idaho Section 401 Certification Guidance document.
The document provides guidance for conducting 401 certifications of federal permits or licenses and helps DEQ maintain and implement a consistent state-wide approach for 401 certifications.
Under Section 401 of the federal Clean Water Act, states are required to certify any permit or license issued by a federal agency for an activity that may result in a discharge into waters of the US. This allows each state to have input into federally approved projects that may affect local waters and ensures the projects will comply with applicable provisions of the Clean Water Act, Idaho’s Water Quality Standards (IDAPA 58.01.02), and other appropriate water quality requirements.

BOISE — The Idaho Department of Environmental Quality (DEQ) is accepting source water protection grant applications for the 2021-2022 funding cycle.
DEQ’s source water protection grants provide funding for projects that protect sources of public drinking water.
Eligible applicants include public water systems, state and local government agencies, tribes, special districts such as soil conservation districts, associations, nonprofit organizations, and educational institutions in Idaho.
Projects can address a variety of activities but must contribute to improved protection of one or more public water supply sources:
- Contaminant pathway removal (e.g., closure of abandoned or unused wells)
- Contaminant source identification (e.g., research)
- Contaminant removal (e.g., hazardous waste collection, pollution prevention, and waste reduction)
- Contaminant management (e.g., implementation of best management practices or structures to divert contaminated runoff from the source)
- Restoration and conservation of the ecological function of source water protection areas
- Education and information sharing (e.g., brochures, workshops, and media campaigns)
- Security measures to protect the source
The maximum award per grant is $10,000 for local projects and $15,000 for regional projects. Grants cannot be used for personnel or equipment costs associated with operation and maintenance of drinking water systems.

DEQ extends comment period on proposed IPDES permit for the city of Weippe

CLEARWATER COUNTY – The Idaho Department of Environmental Quality (DEQ) has extended the public comment period for the proposed Idaho Pollution Discharge Elimination System (IPDES) Permit (ID0020354) for the city of Weippe, Idaho.
Interested parties now have until June 16, 2021, at 5 p.m. MDT to submit written comments.
The permit authorizes the discharge of treated municipal wastewater to the Jim Ford Creek for five years. The permit identifies the pollutants of concern and specifies associated discharge limits. Additionally, the permit specifies monitoring and reporting requirements necessary to ensure compliance, protect human health, and assure the integrity of Idaho’s environment.
The draft permit and fact sheet are available for public review at DEQ’s state office (1410 N. Hilton St., Boise, Idaho), DEQ’s Lewiston Regional Office (1118 F St. Lewiston, Idaho), and on DEQ’s website.

Services were previously unavailable due to a system outage affecting Canyon County and the city limits of Kuna. Motorists that have received a notice to test can visit a local emissions station for a test.

BOISE—The Idaho Department of Environmental Quality (DEQ) is seeking grant applicants for the 2022 nonpoint source management §319 funding cycle.
Section 319 of the Clean Water Act established a grant program that allows states, territories, and tribes to support a variety of nonpoint source pollution management activities, including technical assistance, financial assistance, education, training, technology transfer, demonstration projects, and monitoring to assess the success of specific nonpoint source implementation projects.
Nonpoint source grants are critical to support water quality protection throughout Idaho.
Grants are awarded annually on a competitive basis. A successful grant must focus on improving the water quality of lakes, streams, rivers, and aquifers. Funds may be used to address nonpoint source management and prevention activities:
- Agriculture
- Stormwater
- Transportation
- Silvicultural or forestry-related activities
- Ground water activities
- Mining
- Hydrologic and habitat modifications
Applications will be accepted through July 15, 2021.

DEQ awards drinking water planning grant to the city of Council

BOISE — The Idaho Department of Environmental Quality (DEQ) today announced the award of a drinking water planning grant for $32,500 to the city of Council in Adams County, Idaho.
The funds will be used to prepare a drinking water facility plan and environmental review. The purpose of the project is to evaluate the water system’s deficiencies and identify necessary improvements.
The total eligible cost of the project is $65,000. The remaining $32,500 will be funded by the city of Council.

DEQ awards $1.65 million drinking water construction loan to the city of Priest River
April 13, 2021
BOISE — The Idaho Department of Environmental Quality (DEQ) today announced the award of a $1.65 million low-interest drinking water construction loan to the city of Priest River in Bonner County.
The funding will be used to construct a new 440,000-gallon reservoir and install a new generator.
DEQ is authorized by state law to make loans to assist in the construction of public drinking water systems. The loan from DEQ’s State Revolving Loan Fund, which is capitalized annually by grants from the US Environmental Protection Agency, carries a simple 2.75% interest rate, is payable over 20 years.

DEQ prepares IPDES preliminary draft permit for the city of Ririe Wastewater Treatment Facility

RIRIE, IDAHO—The Idaho Department of Environmental Quality (DEQ) is providing an Idaho Pollutant Discharge Elimination System (IPDES) preliminary draft permit to city of Ririe Wastewater Treatment Facility for a preliminary review.
The facility has 10 business days to perform an errors and omissions review on the preliminary draft permit and fact sheet prior to the public participation period. DEQ will revise the preliminary draft permit as needed, at which point it will become a draft permit for public review and comment.
After the preliminary draft period, DEQ will formally notify all necessary parties that the draft permit and fact sheet have been posted on DEQ’s website for public review and comment, per the “Rules Regulating the Idaho Pollutant Discharge Elimination System Program” (IDAPA 58.01.25.109). System-wide outage affecting emissions testing program in Canyon County

CANYON COUNTY — Vehicle emissions tests are currently unavailable to Canyon County motorists due to do a local system-wide outage.
The outage affects residents in Canyon County and the city limits of Kuna.
Motorists are asked to postpone vehicle testing until the system is back online or get their vehicles tested in Ada County. Vehicle owners who are behind on testing can work with the emissions testing office or the Department of Motor Vehicles to reinstate their registration upon receipt of a passing test.

DEQ seeks comment on additions to copper criteria implementation guidance for aquatic life

BOISE — The Idaho Department of Environmental Quality seeks comment on additions to the Implementation Guidance for the Idaho Copper Criteria for Aquatic Life.
The additions, found in Section 6.2 of the document, clarify how DEQ will apply superseding copper criteria in discharge permits.
Copper is a naturally occurring element in the earth’s crust and is an essential micronutrient for plants, animals, and humans. However, at concentrations above the recommended levels, copper can become acutely toxic, especially to aquatic organisms.
The purpose of this document is to provide background on copper toxicity and the biotic ligand model and provide guidance to DEQ staff, the regulated community, and the general public for calculating the copper criteria for aquatic life using the biotic ligand model.
It also discusses data requirements, spatial and temporal representation, options for reconciling multiple time-variable criteria from a single location, and procedures for estimating criteria when data are limited.
The Implementation Guidance for the Idaho Copper Criteria for Aquatic Life is available for public review at DEQ’s State Office (1410 N. Hilton St.) and on DEQ’s website.

DEQ seeks grant applicants for 2022 agricultural best management practices program
BOISE — The Idaho Department of Environmental Quality (DEQ) seeks grant applicants for the 2022 agricultural best management practices (BMP) program.
The agricultural BMP program is designed to help landowners implement agricultural BMPs in high-priority watersheds throughout the state and help meet total maximum daily loads (TMDLs) objectives.
Eligible projects must address agricultural or ranching BMPs and be completed or show significant progress by June 30, 2022.
Projects are required to match contributions equal to or exceeding 40% of the grant funds. State funds awarded to a project cannot exceed $250,000, of which no more than 10% can be used for the combined costs of administrative expenses.
Projects can begin on July 1, 2021.
Applications will be accepted from March 14 to April 14, 2021. Interested parties should apply directly at DEQ’s Nonpoint Source Subgrants in Idaho and include “State General Fund SFY2022” in the project title.

DEQ seeks public comment on the 2020 Nitrate Priority Area Delineation and Ranking Process report

BOISE — The Idaho Department of Environmental Quality (DEQ) is seeking comment on the 2020 Nitrate Priority Area Delineation and Ranking Process report.
The report outlines the techniques used to evaluate and rank Idaho’s 35 nitrate priority areas in order to help federal, state, and local agencies prioritize ground water protection and remediation activities.
Nitrate is the most widespread ground water contaminant in Idaho and is commonly found in public water supply systems. Nitrate priority areas were developed to identify aquifers with ground water quality degradation due to nitrate so resources could be directed to those areas to help protect public health.
In 2020, DEQ and the Idaho Ground Water Monitoring Technical Committee revised the list of nitrate priority areas using data collected from 1990 through 2016. The re-evaluation process is designed to use more recent data to assess ground water quality changes in the existing nitrate priority areas and identify new areas with nitrate-degraded ground water.
The 2020 Nitrate Priority Area Delineation and Ranking Process report is available for public review at DEQ’s State Office (1410 N. Hilton St.) and on DEQ’s website.

The J.R. Simplot Company’s Aberdeen facility operated as an industrial potato processor but has not been in production since January 2015.
The draft permit renewal would allow the facility to return to full operation and permit the application of municipal recycled water on the Simplot Aberdeen Knudsen Site for a period of five years.
As part of the permitting process, the company was required to show that its operation would not cause public health or environmental concerns.

DEQ awards $25.2 million low-interest wastewater construction loan to the city of Preston

BOISE — The Idaho Department of Environmental Quality (DEQ) today announced the award of a $25.2 million low-interest wastewater construction loan to the city of Preston in Franklin County.
The funding will be used to replace part of the collection system and improve the wastewater treatment system, which includes new headworks, lift station, oxidation ditches, tertiary filtration system, and UV disinfection system.
DEQ is authorized by state law to make loans to assist in the construction of public wastewater systems. Since the annual cost of wastewater service for residential customers exceeds one and one-half percent of the median household income, the city of Preston is able to qualify for a disadvantaged loan which carries very favorable repayment terms.
The loan from DEQ’s State Revolving Loan Fund, which is capitalized annually by grants from the US Environmental Protection Agency, carries a simple 1.75% interest rate, is payable over 30 years, and has $154,905 of principal forgiveness. Of these funds $22,280,000 is expected to be refinanced by the United States Department of Agriculture Rural Development leaving a total obligation to DEQ of $2,765,095. The favorable loan terms represent a $406,043 savings to the community when compared to average costs for municipal general obligation debt issuances.

DEQ seeks contractor for Triumph Mine stabilization project

BOISE — The Idaho Department of Environmental Quality (DEQ) is seeking a contractor to perform stabilization work within the Triumph mine tunnel. This project will ensure safe access to the tunnel to evaluate and complete longer-term tunnel stabilization or closure work over the next few years.
The project is necessary because the original materials used to stabilize the tunnel in 2001 have exceeded the design life. This has created unstable conditions within the tunnel resulting in collapse. Although the tunnel conditions require repair, these conditions do not affect the stability of the permanent concrete plugs installed within the tunnel. The two plugs remain in stable condition and continue to perform as expected.
Failure to complete longer term stabilization work or permanently close the tunnel will result in continued collapse. This could create instability at the ground surface or cause the release of mine water and debris from behind the collapsed material. The work planned over the next few years will more fully address these issues.
The Triumph Mine is an inactive silver, zinc, and lead mine located in Blaine County, Idaho. The mine operated from the late 1800s until the 1950s, leaving behind high levels of heavy metals in the soils and water. During active mining operations, the Triumph tunnel was used to transport ore from the mines to the mill located near the town of Triumph, Idaho. Cleanup efforts at the Triumph site began in 1998.
In 2001, as part of the cleanup, the Triumph tunnel was re-opened and stabilized for approximately 1,300 feet to allow for construction of a 16-foot thick concrete plug within the tunnel. A second, 17-foot thick concrete plug, located 235 feet within the tunnel, was constructed in 2016. The plugs were designed to prevent the discharge of polluted mine water and debris from the mine.
Construction of the mine plugs reduced the amount of mine water discharge from 100 to 200 gallons per minute to just 7 to 10 gallons per minute today. In addition, the reduced mine water flow significantly reduced levels of heavy metals discharging from the mine.

Accepting comments from July 15, 2021, through August 16, 2021.
KOOTENAI COUNTY —The Idaho Department of Environmental Quality (DEQ) seeks comment on a draft water reuse permit renewal for the Kootenai School District in Kootenai, Idaho.
Kootenai School District #274 collects municipal wastewater from school buildings and operates a municipal wastewater treatment and reuse facility. The district applies approximately 1.7 million gallons per year of Class C recycled water to 5.7 acres of grass hay during the growing season.
The draft permit would allow the facility to continue irrigating with recycled water for a period of five years and establishes monitoring requirements, limits on nutrient and hydraulic loading, and buffer zones established by DEQ to protect public health and the environment. As part of the permitting process, the facility was required to show that its operation would not cause public health or environmental concerns.
Written comments on the draft permit will be accepted through August 16, 2021, at 5 p.m. PDT.
