Every two years, DEQ is required by the federal Clean Water Act to conduct a comprehensive analysis of Idaho's water bodies to determine whether they meet state water quality standards and support beneficial uses or if additional pollution controls are needed. This analysis is summarized in an "Integrated Water Quality Monitoring and Assessment Report" (Integrated Report), which is submitted to the U.S. Environmental Protection Agency (EPA) for approval. The report serves as a guide for developing and implementing water quality improvement plans (total maximum daily loads, or TMDLs) to protect water quality and achieve federal and state water quality standards. 

An Integrated Report must be approved by EPA before it can be used by a state to guide its management decisions. Idaho's most recent approved version is its 2008 Integrated Report.  This document will continue to guide DEQ's water quality management decisions until a 2010 Integrated Report is completed by DEQ and approved by EPA.

 Background

The public and EPA commented on the draft 2008 Integrated Report in February 2008 (view DEQ’s responses). DEQ’s Integrated Report was completed and submitted to EPA for review and approval in July 2008. Based on EPA’s review of the Integrated Report, it was determined that there were data differences between The Assessment Total Maximum Daily Load Tracking and Implementation System (ATTAINS) and DEQ's Assessment Database (ADB). DEQ and EPA reconciled those differences between July 2008 and May 2009. DEQ received a Partial Approval/ Partial Disapproval of the 2008 Integrated Report from EPA on February 4, 2009.

 

EPA disapproved delisting Hem Creek for temperature and the Lower Boise for nutrients because DEQ did not demonstrate good cause to delist. EPA subsequently took public comment on this reversal that ended May 15, 2009. EPA has not yet responded to those comments.

Water bodies listed in Section 5 of the 2008 Integrated Report require TMDLs to protect their beneficial uses and meet water quality standards.

The report shows that 27% of Idaho's streams meet state water quality standards, 36% do not meet water quality standards, and 37% have not been assessed.

2008 Integrated Report Response to Comments

DEQ conducted a 30-day public comment period on the principles and policies document and water body specific actions taken in Idaho's 2008 Integrated Report. Twenty-five comment letters were received, in addition to comments that were provided online by DEQ's web-based mapping project.
