Issue 53

Discusses a recent cross-connection incident in southwestern Idaho that sickened five residents and urges public water systems to be aware of the dangers of cross-connection and backflows; announces Idaho’s Energy Efficiency and Conservation Block Grant Program, which provides federal funding to local businesses and nonprofit organizations to reduce energy use; and notifies systems that the U.S. Department of Homeland Security has pandemic influenza planning guidelines available for water and wastewater utilities.

Issue 52 Includes Part 3, the final article in a series on the requirements of the new Ground Water Rule, which outlines the 4-log virus treatment procedures; discusses the problems that iron bacteria can pose for systems with drinking water wells; and announces DEQ's new online Public Water System Switchboard, which provides systems with easy access to drinking water information.
Issue 51 Outlines new public education requirements to the 2007 Short-Term Revisions to the Lead Copper Rule which become effective this year; announces an online, no-charge “Financial Dashboard” from Boise State University’s Environmental Finance Center, which allows water system owners and operators a quick way to determine their present and future financial needs; and reminds community public water systems that they are required to implement and enforce a cross-connection control program.

Discusses “triggered source water monitoring,” which is one of the requirements of upcoming revisions to the Ground Water Rule that take effect December 1, 2009; explains DEQ’s application process for public drinking water systems seeking infrastructure funding assistance through grants and loans; and outlines revisions to the Lead/Copper Rule, which go into effect in spring 2009.

Explains the requirements of the upcoming Ground Water Rule revisions effective December 1, 2009; notifies systems that DEQ regional offices will issue Notices of Violations for minor enforcement issues; encourages system owners to use EPA’s free PNiWriter for their next public notice; and announces DEQ's award of funding for Source Water Protection efforts.

Issue 48 Encourages public water systems to join IDWARN (Idaho Water/ Wastewater Agency Response Network), a voluntary mutual aid organization of water utilities helping water utilities during times of emergency; reminds systems using a SCADA (Supervisory Control and Data Acquisition) computer security program to continuously upgrade SCADA to protect their utilities from outside intrusions; and lists free resources from EPA that small drinking water systems may use to help protect public health.

Recaps the requirement that all public water systems must use ANSI/NSF Standard 61 components in the construction or upgrading of a utility; alerts Idaho water systems to the possibility of Spring 2008 flooding with “what-to-do” information links found on DEQ’s web site; and explains federal and state records retention requirements for public water systems.

Reminds system operators that using "intermittent chlorine disinfection" with the intent of manipulating water system sample data is a criminal offense; discusses EPA's WaterSense Program, which promotes water-efficient products; advises surface water systems to monitor their water sources carefully in the aftermath of the past season's wildfires; and explains DEQ's Drinking Water Grant and State Revolving Fund Loan programs, which make financial assistance available to public water systems that qualify.

Issue 45

Reminds systems that the deadline for monitoring waiver applications for synthetic organic chemicals (SOCs) and volatile organic chemicals (VOCs) for the 2008-2010 compliance period is December 31, 2007; the Idaho Bureau of Occupational Licenses (IBOL) explains the education requirements for license renewal for water and wastewater operators and backflow assembly testers; and the newsletter provides a “Sanitary Surveys 101” article for Idaho’s public water systems.

Issue 44

Reminds systems that Idaho's Drinking Water Rules require a Facility Plan for new or existing systems undergoing modifications or expansion; alerts system owners and operators to the growing problem of copper theft; and answers the question of when do "like-kind" replacements require engineering expertise.

Issue 43

Reviews standard procedures for responding to a Total Coliform Rule MCL (maximum contaminant level) when no fecal bacteria are present; reminds water systems to collect lead/copper samples between June and September; and cautions systems to not remove or clean faucet aerators prior to lead sampling.
