 Background

Each year, each community water system in Idaho must prepare an annual Consumer Confidence Report (CCR) for its customers telling where their drinking water comes from and what's in it. A community water system is a public water system that serves at least 15 service connections used by year-round residents or regularly serves at least 25 year-round residents (e.g., a municipality, subdivision, mobile home park, apartment complex, or nursing home). (References: 40 CFR 141

Subpart O; IDAPA 58.01.08.151).

The Consumer Confidence Report (CCR) for calendar year 2007 is due July 1, 2008.

As in previous years, DEQ provides a technical assistance document, Preparing Your 2007 Idaho Consumer Confidence Report, to assist community water systems in meeting CCR reporting requirements. The technical assistance document contains a CCR template, instructions for filling out the template, an appendix with standard examples of sources of particular contaminations and contamination health effects language, a CCR certificate, and optional sample covers.

2. Link to the CCR Report Writing Assistance Tool to find a listing of your Sampling History Report and your system's Violations History Report for calendar year 2007.
3. You can type or handwrite the required information. If you wish to fill out the required information electronically and you have Word software, here's how:
  Open the template and instructions. You may want to print out the instructions for quick reference (8 pages): Word format
  Next open the CCR Report Writing Assistance Tool to find a listing of your system's Sampling History Report and your Violations History Report for calendar year 2007.
  Open "Appendix A: Levels of Detected Contaminants & Associated Health Effects Language" as needed to locate contaminants your system may have.  Note: You can cut and paste the required health effects language to the CCR template as needed: Word format
  Fill in form fields (gray-shaded areas) as directed in CCR template instructions. Gray-shaded areas will expand to accommodate text.
  Select "Save As" from the drop-down File Menu.
  Save completed template (CCR Report) to your computer's hard drive.
  Open Word and your saved CCR file, then print.
4. Do you want to include a cover? Link to "Sample Covers" Without violations: Word format or With violations: Word format

Regarding covers:

  A cover is not required.
  If you use a cover, you do not have to use the wording provided in the sample.
  The title of the report does not have to be "Consumer Confidence Report." (Some systems are calling it a "Water Quality Report.")
  If you use a cover, follow the download instructions provided above for the CCR template.
  Fill in form fields (gray-shaded areas) with system name and public water system number.
 

Save completed cover to your computer's hard drive.

     

 EPA's CCR iWriter

EPA offers the CCR iWriter to community water systems. This is a Web-based computer program for writing Consumer Confidence Reports (CCRs). It allows water system operators or designated personnel to enter data to generate a CCR. It uses a "step-by-step" interview process to gather information for the report. 

To use the program and provide security, you must designate a user name and password which ensures you and only personnel you authorize are able to access or change the information. (Your "user name" can be any name or just a first name.) CCRs can be created during several sessions — just save your work after each session. Once you have entered all of your data click print and a completed CCR is printed out and ready for distribution.

 Mailing Waivers

DEQ is continuing mailing waivers for systems serving fewer than 10,000 people (i.e., between 501 and 9,999 people), and for systems serving 500 or fewer people. For waiver details, see the "Mailing Waiver" section on page 19 of DEQ's CCR template instructions. Note: Mailing waivers for systems that are "significant non-compliers" (SNCs) may be determined on a case-by-case basis by DEQ.
