American Recovery and Reinvestment Act Funding: Clean Water and Drinking Water State Revolving Funds

 
 Background

On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009 (ARRA). The ARRA law seeks in part to spur technological advances in science and health and to invest in environmental protection and other infrastructure projects that will provide long-term economic benefits.

Idaho’s State Revolving Fund loan programs received $53.7 million in ARRA funds that will be invested in the repair, replacement and rehabilitation of the state’s vital infrastructure, meeting drinking water and wastewater facility and nonpoint source needs.

The use of ARRA funds will be transparent, with safeguards in place to ensure that all expenditures are made in the public interest. To provide this degree of accountability a high standard of reporting is being implemented.  The Federal government’s new Web site at http://www.recovery.gov/ will provide the results of ongoing expenditure monitoring efforts and will contain a wide spectrum of guidance documents, including the full text of the ARRA law.

 
 ARRA Requirements
Idaho will be required to provide detailed reports on how ARRA funds are used. The elements that will be reported by Idaho are summarized in "Tracking and Reporting Requirements EPA Guidance." 

In addition to the initial reporting requirements, additional ARRA requirements include:

   
1. Davis-Bacon wage scales must be paid and documented. The Idaho Department of Commerce has a list of Council of Governments and contractors around the state that are experienced in administrating Davis-Bacon wage provisions. Compliance with Davis-Bacon provisions will be the responsibility of the ARRA recipient. Costs incurred to administer Davis-Bacon compliance will be considered loan-eligible.
2.

All iron, steel and manufactured goods must be American made, unless American made goods are not available, cannot be acquired in a timely fashion, or add more than 25% to the cost of the project.

3. Twenty percent of ARRA expenditures must be considered "green infrastructure."
