Consumer Confidence Reporting Requirements for Public Water Systems

Each year, community water systems in Idaho must prepare an annual Consumer Confidence Report (CCR) for its customers telling where their drinking water comes from and what's in it. A community water system is a public water system that serves at least 15 service connections used by year-round residents or regularly serves at least 25 year-round residents (e.g., a municipality, subdivision, mobile home park, apartment complex, or nursing home). (References: 40 CFR 141 Subpart O; IDAPA 58.01.08.151).

The Consumer Confidence Report (CCR) for calendar year 2012
  is due July 1, 2013.

Preparing Your Consumer Confidence Report

The CCR may be completed in either of the following two ways:

  1. Complete the template provided by DEQ or
  2. Generate a web-based report using EPA's CCR iWriter

DEQ Template

To assist in filling out the template, DEQ has prepared a technical assistance document — Preparing Your 2012 Idaho Consumer Confidence Report — available below in Word and PDF formats.

The document contains the following sections:

  • CCR template
  • Instructions for filling out the template
  • Appendix with standard examples of sources of particular contaminations and contamination health effects language
  • CCR certificate
  • Sample covers (optional)

The template may be completed by either electronically or by hand.

To complete the template electronically:

  1. Access the Word version of the technical assistance document above.
  2. Open the CCR Report Writing Assistance Tool to find a listing of your system's Sampling History Report and your Violations History Report for calendar year 2012.
  3. Refer to Appendix A in the technical assistance document to locate contaminants your system may have.
  4. Enter the required information into the CCR template. (Note: You can cut and paste the required health effects language to the CCR template.)
  5. Save the completed template to your hard drive and print. (Include a cover, if you wish - not required.)

EPA's CCR iWriter

EPA offers the CCR iWriter to community water systems. This is a Web-based computer program for writing CCRs. It allows water system operators or designated personnel to enter data to generate a CCR. using a "step-by-step" interview process to gather information for the report. 

To use the program and provide security, you must designate a user name and password which ensures you and only personnel you authorize are able to access or change the information. (Your "user name" can be any name or just a first name.) CCRs can be created during several sessions — just save your work after each session. Once you have entered all of your data click print and a completed CCR is printed out and ready for distribution.

Mailing Waivers

Mailing waivers are available for systems serving fewer than 10,000 people (i.e., between 501 and 9,999 people), and for systems serving 500 or fewer people. For waiver details, see the "Mailing Waiver" section on page 19 of DEQ's CCR template instructions. Note: Mailing waivers for systems that are "significant non-compliers" (SNCs) may be determined on a case-by-case basis by DEQ.

Certification Form

Certification that the CCR has been distributed as required based on the number of customers served must be submitted to your nearest DEQ Regional Office no later than October 1. (Form may be submitted with completed CCR.) Access the certification form below in either Word or PDF format.
