Bunker Hill Superfund Property Transfer

 

 Overview

A purchase option agreement was signed between the Idaho Department of Environmental Quality (DEQ) and Eagle Crest Idaho LLC in July 2003, clearing the way for development of a golf course and residential planned community on approximately 600 acres of property at the Bunker Hill Superfund site. The land is located on the hillsides south of I-90 in the city of Kellogg.

The property was owned by Gulf Resources, but was ceded to the U.S. Environmental Protection Agency (EPA) when the company declared bankruptcy. Under Superfund law, EPA was required to turn the property over to the state. State law authorizes DEQ to manage, lease or dispose of the land "for the purpose of facilitating appropriate operation and maintenance activities, encouraging economic development of the Silver Valley or assisting local governmental entities."

In January 2003, in consultation with local officials and the public, DEQ proposed transferring the property to Eagle Crest Idaho LLC to develop a golf course and residential planned committee. A public comment period on the proposed proposed option agreement was held January 23-February 28, 2003. In addition, a public meeting was held February 5, 2003, in Kellogg to provide a forum for public comment on the proposal.
