Hazardous Waste Management in Idaho:
Advanced Mixed Waste Treatment Project (AMWTP)

Partial Permit

 Background

The AMWTP operates at the Radioactive Waste Management Complex (RWMC), which is located in the southwestern portion of the Idaho National Laboratory (INL) in Butte, Idaho, and is operated for the U.S. Department of Energy (DOE) by the Bechtel BWTX, Idaho, LLC. The AMWTP consists of eight storage modules and one treatment facility permitted for storage, characterization and treatment of mixed waste. The primary purpose of the AMWTP is to characterize and treat, if necessary, existing mixed waste retrieved from the Transuranic Storage Area (TSA) to make it acceptable for shipment to a final disposal facility, such as the Waste Isolation Pilot Plant (WIPP).

Hazardous Waste Management Act (HWMA)/Resource Conservation & Recovery Act (RCRA) permits are issued for terms of 10 years. At the conclusion of each term, permittees are required to apply for a new permit to continue operating.  This partial permit renews the current AMWTP Storage Permit as well as combines the AMWTP Storage and Treatment Permits into one permit. The permit allows for the continued operation of mixed waste storage and treatment units at the RWMC. Idaho. It sets forth procedural requirements for the management of mixed waste as well as closure of the units to ensure protection of human health and the environment.
