From 1963 to 1974, this property was used as a gas/service station operated by Thompson’s Oil, LLC. It was purchased in 1974 by Leroy Horne and used as a real estate office until 2014. Ovation Properties, LLC, purchased the property in April 2014 and demolished the building on site.
Prior Site Assessment Activities
A Phase I environmental site assessment (ESA) was conducted by ALLWEST Testing and Engineering (ALLWEST) for Mountain West Bank in January 2013. A historical recognized environmental condition (HREC) was found in the Phase I ESA regarding the operation of Thompson’s Oil Co. from 1963 to 1974. ALLWEST recommended sampling soil and ground water.
A limited site evaluation (LSE) was conducted in February 2013 by ALLWEST for Mountain West Bank. Six soil borings and two temporary ground water sampling points were implemented.
Soil samples collected from borings B-1 through B-5 exhibited volatile organic compounds (VOCs) and/or polycyclic aromatic hydrocarbons (PAHs) above relative laboratory detection limits (LDLs) and/or above relevant DEQ initial default target levels (IDTLs). The soil on site appeared to be affected by a release of gasoline and diesel constituents (VOCs and PAHs) above IDTLs. The ground water sample collected from soil boring B-2 (GW-1) exhibited VOCs and PAHs above the LDLs, but levels were reported below DEQ IDTLs. The LSE recommended additional site evaluation activities to determine the extent and magnitude of the documented release.
DEQ Site Investigation
The city of Nampa’s Office of Economic Development applied on the owner’s behalf and was accepted into the Brownfields Program. A limited Phase II ESA was conducted by STRATA with brownfields funding. The work included advancing direct-push boreholes, soil field-screening, soil sampling, ground water monitoring well installation and sampling, soil vapor point installation and sampling, and laboratory analysis. A risk evaluation was performed using the soil, ground water, and soil vapor analytical data. STRATA concluded from the sampling effort that the site soil was affected by concentrations of ethylbenzene, total xylenes, benzo(a)pyrene, and naphthalene that exceeded established regulatory screening levels. The ground water samples had detections of VOCs and PAH; however, the reported concentrations did not exceed the established regulatory standards.
The recommendations involved developing a petroleum-contaminated soil management plan to address handling of contaminated soil encountered during construction activities.

Einstein's Oilery is an Idaho company, owned and founded in the Treasure Valley by Michael Meuret and Stephen Taylor. The first location was opened in November 2007 in Meridian. Expansion quickly followed with additional locations throughout Boise, Meridian, Garden City, and Nampa.
