 Proposed Project

Southeast Idaho Energy (SIE) submitted an application for a Permit to Construct (PTC) in July 2007. In April 2008, SIE withdrew that application and submitted a revised PTC application. The revised project is for a facility to gasify coal and petcoke to produce nitrogenous fertilizers and elemental sulfur. Major components and changes include:

 

  • Gasify ~2,000 to 2,300 tons per day of coal and coal/petcoke blends.

    Reduced from 3,000 to 4,000 tons per day proposed in July 2007.
  • Install two GE gasifiers (one for production, one in hot standby as backup).

Revised compared to the single large Conoco Phillips gasifier proposed in July 2007.

  • Proposed products: ammonia, urea, and urea ammonium nitrate (UAN). Saleable byproducts include elemental sulfur and slag/frit for sale for road mix or other uses.

    Deleted production of Fischer-Tropsch diesel fuels and naphtha for this project phase.
  • Power for all facility operations will be supplied by the local utility.

    Deleted on-site power production capability compared to July 2007 proposal.
  • The proposed site is about 2 to 2-1/2 miles southwest of American Falls, just south of the Lamb Weston potato processing plant.

    No change compared to July 2007 proposal.

July 2008

SIE submits Addendum No. 1 to add an option to install a Claus Sulfur Recovery Unit instead of a Haldor-Topsoe Wet Sulfuric Acid Plant. This will allow flexibility to install either unit (but not both) to reduce emissions of sulfur compounds.

July 30-31, 2008 SIE submits Addendum No. 2, revised modeling to reflect manufacturer guarantee for reduced particulate emissions from the cooling tower. The required certification for the submittal was received on August 11, 2008.
August 11, 2008 DEQ determines that the application is complete.
September 22, 2008

DEQ issues draft permit and statement of basis for a 30-day public comment period to run September 24 - October 24, 2008. (View DEQ letter of transmittal.)

As requested by the Shoshone-Bannock Tribes and members of the public, DEQ will hold public information meetings early in the public comment period to explain the technical analysis and the basis for the draft permit conditions.  See above for scheduled dates and times.

October 15, 2008

In response to a request from the Sierra Club, DEQ extends the public comment period for 30 days, to November 24, 2008.

November 24, 2008 Public comment period closes.
December 10, 2008 SIE submits Addendum No. 3 requesting that the sulfuric acid plant option be deleted from its permit. SIE intends to use a Claus Sulfur Recovery unit to produce elemental sulfur.
January 9, 2009 SIE submits Addendum No. 4 in response to a December 24, 2008, request for clarification from DEQ.
February 10, 2009

DEQ issues permit to construct for project.

 Project Approximate Timeline

 Ambient Air Quality Impacts

Air quality impacts from the project were below significant impact levels. In accordance with the Rules for the Control of Air Pollution in Idaho, SIE was therefore not required to evaluate the combined impacts of the PCAEC with impacts from other existing sources.

DEQ developed graphics, however, that compare the maximum predicted ambient impacts with the primary National Ambient Air Quality Standards (NAAQS). These"bar charts" also include representative background concentrations. In addition, modeling results are shown graphically for short-term 24-hour impacts for PM10 and SO2.
